On June 26,
2017, AHCA submitted comments to the RAND Corporation, which is the
Centers for Medicare & Medicaid Services (CMS) contractor tasked with developing and
maintaining standardized resident assessment data elements to comply with the Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act).
Prior to the submission of AHCA's comments, on April 26, 2017, CMS posted a data element specifications document for public comment on their Quality Measures Public Comment web page. This data specifications document requested public feedback regarding 39
different items/item sets within the following categories:
1) Cognitive
Function and Mental Status
2) Medical Conditions – Continence
3) Medical
Conditions – Pain, Impairments of Hearing and Vision
4) Medication
Reconciliation
5) Care Preferences
6) Patient-Reported Outcomes
Measurement Information System (PROMIS) domains of sleep disturbance, fatigue,
social roles and activities, and global health.
These proposed data elements are currently being tested, and if
determined feasible, reliable, and valid for post-acute care settings by
CMS, they would be proposed through future rule-making and comment period to be
used in patient assessment instruments in skilled nursing facilities (SNFs), home health agencies, inpatient rehabilitation facilities, and long term care hospitals. The items, if adopted as soon as next
year, would be added to replace items in the SNF Prospective Payment System Minimum Data Set 3.0
admission and discharge assessments.
