AHCA/NCAL Submits Comments to CMS Regarding CY 2016 Home Health Payment, and Quality Reporting Proposed Rule

On Friday, September 4 the American Health Care Association and the National Center for Assisted Living (AHCA/NCAL) submitted public comments to the Centers for Medicare and Medicaid Services (CMS) in regards to proposed home health regulations for calendar year (CY) 2016 that may impact AHCA and NCAL members and the beneficiaries they serve. The AHCA/NCAL comments provided background regarding the following two recommendations offered:

· AHCA/NCAL recommends that CMS revise the proposed HHVBP model so that home health providers are not disincentivized to admit or provide care to beneficiaries that require skilled nursing and/or therapy services but are not expected to see improvements in health and/or functional status.

· AHCA/NCAL recommends that CMS consider the development of cross-setting ‘Maintenance Nursing’ and ‘Maintenance Therapy’ measures as part of the HHVBP initiative.
